Rajasthan has been facing an acute power crisis due to the scarcity of coal in the state. Now the Rajasthan Vidyut Utpadan Nigam is working towards setting up a lignite-based power plant. By issuing an order, the government extended Rajasthan Vidyut Utpadan Nigam chairman and managing director RK Sharma’s tenure by one year. Sharma said that his priority would be to work faster in the direction of setting up a 2000 MW solar park as well as new power plants in Chhabra of Baran district of Rajasthan and near the Kalisindh river.

Talking to ANI, he said, “Out of the 2000 MW solar park that the state government had earlier decided to set up, Rajasthan Vidyut Utpadan Nigam has to set up an 810 MW solar park and work is going on fast for that.”Similarly, 600-600 MW ultra-solar critical plants will be set up in Chhabra. The same 800-megawatt ultra-solar power plant is also to be set up in Kalisindh of the Jhalawar region. Similarly, land acquisition work is going on for setting up a lignite-based power plant in Ghoda.

CMD of Production Corporation RK Sharma said that Rajasthan had to face the problem of electricity amid the coal crisis in the past. In such a situation, our focus is that there is abundant lignite in Rajasthan. In such a situation, if lignite-based power plants are installed in Rajasthan, there will be no problem regarding production in the power plant. He said that the production corporation is working in this direction on priority. In December last year, the Minister of Power in Rajasthan, Bhanwar Singh Bhati said that the state is not able to obtain coal as per the requirement.
Addressing a session with the Congress party, The Congress leader said, “Rajasthan is not able to get coal as per its requirement, because of which the issue of power cuts is happening in the state.”
He further said that the quality of coal from Odisha is not up to the mark.

“The coal that we get from Odisha, is not just too remote but is also not good in quality. Also, we are not able to do coal mining because of public outrage in Chhattisgarh. So, we are tempted to use the coal from Odisha,” he added.

Leeward Renewable Energy LLC on Wednesday held a ribbon-cutting ceremony for its 100-MW Rabbitbrush solar park in California, which is coupled with a 20-MW/50-MWh battery.

Located in Kern County, the facility will supply its electricity to community-owned electricity providers Central Coast Community Energy (CCCE) and Silicon Valley Clean Energy (SVCE) under two 15-year power purchase agreements (PPAs).

SVCE’s contract is for 40 MW of solar and 8 MW/20 MWh of battery storage, while that of CCCE is for 60 MW of solar and 12 MW/30 MWh of battery storage, the two electricity providers say in a separate statement. The PPA is a result of a Request for Offers that the two agencies issued jointly in 2019.

The project, which uses thin-film First Solar modules, will be capable of serving the needs of almost 40,000 homes per year, the developer said.

Leeward secured funding for the project in June. The renewables outfit is a portfolio company of OMERS Infrastructure. It has more than 2.5 GW of generating capacity across 25 renewable energy facilities in nine states. Leeward also has 1.9 GW contracted and 20 GW under development and construction.

For CCCE, this is the second solar-plus-storage PPA to go live this year. “Coupling solar generation with battery storage allows us to move closer to a decarbonised energy grid and statewide emission-reduction goals,” said its chief operating officer Rob Shaw.

“As SVCE communities shift away from fossil fuels to electrify homes and buildings, new projects like Rabbitbrush that add carbon-free capacity and reliability to the grid are key,” added Monica Padilla, SVCE chief operating officer and director of power resources.

In addition to the project’s economic and job benefits, Leeward will provide USD 150,000 (EUR 144,600) to a fund for the study and conservation of the Swainson’s Hawk in the Antelope Valley.

PHNOM PENH, CAMBODIA : A partnership between the Asian Development Bank (ADB) and Electricite du Cambodge (EDC), Cambodia’s national power utility, to develop a 100-megawatt (MW) National Solar Park reached a milestone with the park’s first 60 MW solar photovoltaic (PV) power generation plant connecting to the national grid. ADB President Masatsugu Asakawa marked the occasion with a visit to the solar park on 11 November, during which he initiated the start of power delivery.

“Solar generation will need to be a key part of Cambodia’s efforts to expand access to affordable power while also transitioning to cleaner energy,” said Mr. Asakawa. “ADB is pleased to have supported the establishment of the National Solar Park, which is a landmark project not only for Cambodia but for all of Southeast Asia.”

The National Solar Park Project has demonstrated the potential to develop large-scale solar PV in a cost-effective manner in Cambodia by mobilizing both public and private resources. Under the project, an international competitive tender was organized to bid out power generation units to the private sector in two phases of 60 MW and 40 MW.

ADB provided end-to-end support for the project. This included delivering transmission interconnection infrastructure, roads, and drainage systems; transaction advisory support and advice to EDC on the private investment component of the project, including the selection of a private sector sponsor; and structuring and mobilization of private sector financing for the construction of the 60 MW power generation plant.

Phase I of the tender, for the first 60 MW, was organized in 2019 and awarded to the firm Prime Road Alternative. The process resulted in a record-low price for utility-scale, grid-connected solar PV in Southeast Asia, at $0.039 per kilowatt-hours (kWh). The remaining 40 MW was tendered in 2020 and awarded to Trina Solar Co. Ltd. This led to another record low procurement price for the region at $0.026 per kWh.

“ADB was one of the early players in helping Cambodia increase its household access to grid electricity from 17% in 2008 to almost 90% in 2021, while also helping to reduce electricity costs nationwide,” said Minister attached to the Prime Minister and Managing Director of EDC Keo Rottanak. “ADB was the nation’s first development partner to fund an earlier 10 MW grid-scale solar farm and with the new National Solar Park today, ADB is with Cambodia once again in scaling up the nation’s solar contribution to more than 10% of the total generation mix in capacity terms.”

With ADB’s continued support, including a transaction advisory services mandate with EDC to help develop 2 GW of solar power, Cambodia is set to create the necessary conditions for a cleaner and more sustainable energy transition. Under the reference scenario in Cambodia’s recently approved Power Development Masterplan (2021­–2040), which was developed with technical assistance from ADB, the share of solar PV in the country is expected to reach 1,000 MW by 2030 and exceed 3,000 MW by 2040.

Saeed Mohammed Al Tayer, MD&CEO of Dubai Electricity and Water Authority (DEWA) announced that the entity has added 300 megawatts of photovoltaic solar energy in 2022, from the 5th phase of the Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park using the Independent Power Producer (IPP) model.

The Solar Park will have a production capacity of 5,000 megawatts (MW) by 2030. The 5th phase is currently underway, with a total capacity of 900MW and investments estimated at AED 2.058 billion. It will be operational in phases until 2023. This year, DEWA has added 300MW to the 300MW that became operational last year from the 5th phase.

“We are guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to provide a state-of-the-art infrastructure that consolidates Dubai’s position as a preferred destination for living, working, investing and visiting. We are also prepared to meet the growing demand for electricity and water services according to the highest standards of availability, reliability, efficiency and quality. We strive to keep pace with demand by implementing pioneering projects to diversify sources of energy production to include various clean and renewable energy sources and technologies in Dubai and expand the Mohammed bin Rashid Al Maktoum Solar Park projects. This will help achieve the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050 to provide 100% of Dubai’s total power production capacity from clean energy sources by 2050,” said Al Tayer.

Al Tayer noted that by adding 300MW from the 900MW fifth phase of the Mohammed bin Rashid Al Maktoum Solar Park using photovoltaic solar panels, the current production capacity of the solar park has reached 1,827MW using photovoltaic solar panels. DEWA is implementing other projects at the Solar Park with a total of 1,033MW using PV and Concentrated Solar Power (CSP). The share of clean energy in Dubai is about 12.8% of the total installed capacity of 14,317 MW. This percentage is expected to reach 14% by the end of 2022.

The 4th phase of the solar park, with a capacity of 950 MW and investments amounting to AED 15.78 billion according to the IPP model, is the largest concentrated single-site solar power plant that combines CSP and solar photovoltaic technologies. This phase will use three hybrid technologies: 600MW from a parabolic basin complex (three units of 200MW each), 100MW from the world’s tallest solar power tower at 262.44 metres (based on Molten Salt technology), and 250MW from photovoltaic solar panels. On its completion, the project will have the largest thermal storage capacity in the world of 15 hours, allowing for energy availability around the clock. The 4th phase will provide clean energy for around 320,000 residences and reduce 1.6 million tonnes of carbon emissions yearly. A total of 217MW of the 4th phase using photovoltaic solar panels is already operational.

DEWA has invited international developers to send their Expressions of Interest (EOI) to implement the 6th phase of the Mohammed bin Rashid Al Maktoum Solar Park based on the IPP model. The 900 MW 6th phase of the Solar Park will be implemented using photovoltaic solar panels. It will become operational in stages starting from Q3 of 2025.

The Dubai Electricity and Water Authority (DEWA) is aiming for five gigawatts (GW) by 2030 in the Mohammed bin Rashid Al Maktoum Solar Park – the largest single-site solar park in the world.

Mohammed Bin Rashid Al Maktoum Solar Park project constitutes one of the key pillars of the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy to provide 100 percent of Dubai’s total power capacity from clean energy sources by 2050.

However, an update published this week, following a site visit by DEWA CEO Saeed Mohammed Al Tayer, indicated that 2030 remains the project deadline for an eventual five gigawatts site.

CEO Al Tayer was briefed by three officials from Shuaa Energy about the fifth phase of the solar park recently. This week, DEWA also states that the second project of the fifth phase was 93.3 percent complete and the third project was 26.3 percent complete.

In 2019, DEWA achieved a world record by receiving the lowest bid of 1.6953 cents per kilowatt-hour (Levelised Cost of Energy) for this phase.

How did it start?

The world’s largest solar park, located in Seih Al Dahal, Dubai, was designed to reduce carbon dioxide emissions by over 6.5 million tons each year by 2030. The solar park uses a range of photovoltaic (PV) and concentrated solar power (CSP) technologies.

The facility also includes an innovation center. It is also home to one of the largest research and development centers in the region.

In 2013, the operation of the park began with the launch of the first phase of the project. The second phase of the park was completed in April 2017.

The Dubai Electricity and Water Authority (DEWA) is a public service infrastructure company.

It was founded in 1992 by Sheikh Maktoum bin Rashid Al Maktum.

Ignitis Renewables Projektai, a subsidiary of Ignitis Renewables, which is owned by AB “Ignitis grupė” (hereinafter – the Group), on 13 July has signed a letter of intent with electricity transmission system operator Litgrid AB securing grid capacity in Jonava region, Lithuania for connection of 252 MW capacity solar park which is under development.

Project’s final investment decision will be made at a later stage of the project’s development. Investments are estimated to reach up to EUR 200 million. It would be the largest greenfield investment project initiated by the Group thus far. Furthermore, in the future the Group sees an additional development potential in this location.

The solar park is planned to be constructed and start generating electricity by 2025. The park should operate under market conditions. Project implementation also requires receiving over the next few months a permit to develop the electricity generation capacity from National Energy Regulatory Council (NERC).

Romanian majority state-owned hydro power producer Hidroelectrica said on Thursday it is seeking consultants to draft a feasibility study for the construction of a 300 MW photovoltaic plant and a green production plant on Olt river.

The solar park will be located in the former basin of the Fagaras-Hoghiz reservoir lake and the electricity produced will be used primarily to power the green hydrogen plant, which will be built in the second stage of the investment, the company announced in a tender notice published in Romania’s electronic system for public procurement, SEAP.

Hidroelectrica also aims to produce green hydrogen with a 100 MW hydrolyzer which will use water from the Olt river.

The cost of the feasibility study is 12.4 million lei ($2.7 million/2.5 million euro) and the deadline for submitting offers is July 12.

Hidroelectrica is 80.06%-owned by the Romanian state, investment fund Fondul Proprietatea holds the remaining interest of 19.94%. The company has 209 hydro power plants with a total installed capacity of 6,482 MW in its portfolio.

In December, Hidroelectrica announced it is seeking consultants to draft a feasibility study for the construction of a 50MW green hydrogen production plant near the Portile de Fier gorge on the Danube.

Juwi Shizen Energy, the joint venture founded in 2013 between the German project developer juwi and the Japanese developer of wind and solar parks Shizen Energy, has successfully connected the largest single project in its history to the grid in Sano City (Japanese prefecture of Tochigi) and has already handed it over to the operator. The fact that juwi Shizen Energy is a specialist in the construction of utility-scale ground-mounted solar parks with challenging terrain topography also benefits this project as the 54-megawatt is located on a former golf course about 100 kilometers north of the capital Tokyo.

The Japan joint venture has successfully implemented several projects of this kind in the recent past, most recently the Otaki Village solar farm on a former ski slope in Nagano Prefecture, where the 1988 Winter Olympics were held. Currently, the company is constructing the 121-megawatt Pacifico Energy Sanda Mega solar farm in Hyogo Prefecture, located in the Kansai region northwest of Osaka on Honshū Island, also on the site of a former golf course. Annual output will be about 143 million kilowatt hours. It is scheduled to go into operation in December 2023. It will then replace the Sano City solar farm as the joint venture’s largest single project.

“We are very pleased to have completed the Sano City project two months before the actual handover date,” says Jan Warzecha, Managing Director of juwi-Shizen Energy. “This underlines our high level of competence, professionalism and experience as a reliable EPC partner.”

With the completion of this power plant, juwi Shizen Energy has now installed a total capacity of 479.4 megawatts in Japan. New Delhi: International Solar Alliance (ISA) in partnership with NTPC proposes to support additional Solar Park implementation in ISA member countries to support additional solar park implementation to ISA member countries, adding onto the existing 3845 MW of ongoing Solar Parks projects that will generate around 9228 MU of power.

ISA has outlined overviews of all its Programs that are to be extended to member countries, with a special focus on Progam-6, with NTPC acting as the on-ground implementer.

This would result in the reduction of approximately 3.42 Ton of CO2 emissions each year & bring in further investments of USD 3 to 4 Billion.

Madrid : EDP Renováveis, S.A. (“EDPR”), through its subsidiary EDP Renováveis Brasil, S.A. (“EDPR Brasil”), secured a 120 MWac Power Purchase Agreement (“PPA”) to sell the clean energy produced by Novo Oriente solar power plant.

EDPR will co-invest 50%/50% alongside EDP Energias do Brasil, S.A. (“EDP Brasil”) in the 254 MWac solar power plant. The project is located in the São Paulo state of Brazil, near Pereira Barreto’s solar farm that has recently reached COD. With significant synergies between the two projects, it is expected to enter in operation in 2024.

With this new PPA, EDPR continues to increase its technological diversification with 3.8 GW of secured capacity in Solar and an overall secured capacity of 8.9 GW for 2021-25.

EDPR’s success in securing new PPAs reinforces its low-risk profile and growth strategy based on the development of competitive projects with long-term visibility, fostering the acceleration of the energy transition and the decarbonization of the economy.

Jaipur: Rajasthan Renewable Energy Corporation Ltd (RRECL) and Tehri Hydro Development Corporation (THDC) inked an agreement to set up 10,000-megawatt solar power park in Rajasthan.

ACS Energy and CMD RRECL Subodh Agarwal who was in Rishikesh to ink the agreement said that the development of the park will create 10,000 direct jobs.

Agarwal said that Rajasthan has added record 3,000 MW capacity of solar energy in the last financial year, while in the past three years, the capacity increased by 6552 MW in the state.

Rajeev Bishnoi, CMD of THDCIL, said the agreement will add further impetus to achieving the national targets for solar power.

TRIG has acquired a 49% interest in Project Valdesolar, an operating solar park in the province of Badajoz, Spain, from Repsol Renovables (“Repsol”). The project has a generation capacity of 264MW and covers an area of over 6km2, producing enough clean energy to power the equivalent of 140,000 homes. Valdesolar represents approximately 3% of TRIG’s portfolio, by value.

The acquisition of Valdesolar underlines TRIG’s ambition to grow its Iberian renewables footprint and InfraRed’s strong track record in doing so. Valdesolar is TRIG’s second investment in Iberia. Together with the four Cadiz solar projects, this acquisition further enhances TRIG’s technological and geographical diversification. Spain represents 8% and solar PV 15% of the Company’s portfolio.

Repsol developed and built Valdesolar, and will retain a 51% equity interest in the project. Valdesolar does not rely on government subsidies, and TRIG will work with Repsol to manage the project’s exposure to merchant power prices by considering a range of power price hedging strategies.

Richard Crawford, of InfraRed Capital Partners, said:

“We are very pleased to be partnering with Repsol on this large operating solar project. Projects such as Valdesolar offer a route to improved energy security and decarbonisation of the Spanish energy system.

Together with last year’s investment in the Cadiz solar projects, Valdesolar adds to TRIG’s technological and geographic portfolio diversification. Once the Cadiz solar projects are operation, TRIG’s solar portfolio will have net generation capacity in excess of 500MW.”

As part of its efforts to diversify the energy mix and enhance energy storage technologies, Dubai Electricity and Water Authority (DEWA) has inaugurated a pilot project for energy storage at the Mohammed bin Rashid Al Maktoum Solar Park using Tesla’s lithium-ion battery solution.

The project has a power capacity of 1.21 MW and an energy capacity of 8.61 MWh with a life span of up to 10 years.

“Our strategy and work plans are guided by the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to ensure energy security and sustainability. We have an integrated vision to achieve these directives with three main pillars: The first is to produce more clean energy, especially solar energy, under the Dubai Clean Energy Strategy 2050.

The second is to decouple the desalination process from the production of electricity and desalinate water using a combination of clean energy sources and waste heat. The third is disrupting the role of utilities using Fourth Industrial Revolution technologies, such as AI, UAVs, energy storage, blockchain, the Internet of Things (IoT) and many more,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

“The energy storage project using Tesla’s lithium-ion battery solution at the Mohammed bin Rashid Al Maktoum Solar Park, the largest single-site solar park in the world, aims to diversify the energy mix and enhance energy storage technologies. This supports our efforts to achieve the Dubai Clean Energy Strategy 2050, which aims to provide 75% of Dubai’s total power capacity from clean energy sources by 2050 and make Dubai a global hub for clean energy and a green economy.

The pilot project will evaluate the technical and economic capabilities of this technology within the operational framework of electricity systems in solar photovoltaic power plants. It also tests the role of this technology in the integration between clean energy and energy storage to achieve maximum efficiency and reliability,” added Al Tayer.

Al Tayer noted that DEWA is implementing other energy storage projects. These include using Concentrated Solar Power (CSP) in the 4th phase of the Mohammed bin Rashid Al Maktoum Solar Park, which combines CSP and photovoltaic solar panels with a production capacity of 950MW. The project will have the world’s largest global thermal storage capacity of 15 hours, facilitating energy availability round the clock.

DEWA is also implementing a 250MW pumped-storage hydroelectric power station in Hatta, the first of its kind in the Arabian Gulf region. It will generate electricity using the water stored at Hatta Dam with a storage capacity of 1,500 MWh. In collaboration with Expo 2020 Dubai and Siemens Energy, DEWA has inaugurated the Green Hydrogen project, the first of its kind in the Middle East and North Africa to produce green hydrogen using solar power. The project was implemented at the outdoor testing facilities of DEWA’s R&D Centre at the solar park.

Waleed Bin Salman, Executive Vice President of Business Development and Excellence at DEWA, said that the lithium-ion energy storage pilot project is the second battery energy storage pilot project by DEWA at the solar park. The first project was implemented in collaboration with AMPLEX–NGK to install and test a sodium sulphur (NaS) energy solution with a power capacity of 1.2 MW and an energy capacity of 7.5 MWh. This was the first utility-scale energy storage pilot project in the region.

Bin Salman said that both pilot systems allow bi-directional charging (charged from grid and/or solar plant and discharged to grid).

Malaysian photovoltaic (PV) plants builder Solarvest Holdings Bhd (KLSE:SLVEST) has been tasked with the construction of a 50-MW solar park at home under a MYR-175-million (USD 42.2m/EUR 35.8m) contract.

The order was placed by Classic Solar Farm Sdn Bhd and concerns the main engineering, procurement, construction, and commissioning (EPCC) works for the project. The photovoltaic (PV) park will be installed in Chuping, in the state of Perlis, and will be capable of producing around 78,450 tonnes of carbon dioxide (CO2) emissions annually, Solarvest said on Wednesday.

The award was secured under Malaysia’s Large Scale Solar (LSS) programme. It has expanded Solarvest’s order book with EPCC deals secured from the LSS scheme to some MYR 371 million. Its wider EPCC order book, meanwhile, has reached MYR 583 million.

“It will be a busy year ahead for Solarvest as we steadfastly grow our market share across all our key market segments,” said CEO Davis Chong Chun Shiong. He added that the company is competing in tenders for roughly 1,000 MWp of projects in Malaysia, Taiwan and the Philippines.

Last month, Solarvest won an EPCC contract for a 17.36-MW solar project in Malaysia’s Perak state.
