The government has extended PM-KUSUM scheme till March 2026 as its implementation was significantly affected due to the pandemic.

Launched in 2019, Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) aimed at adding solar capacity of 30,800 MW by 2022 with total central financial support of Rs 34,422 crore, including service charges to the implementing agencies.

“The pace of implementation of PM-KUSUM was significantly affected due to the COVID-19 pandemic. The Ministry of New & Renewable Energy (MNRE) has also conducted a third party evaluation of the scheme and based on the recommendations, the scheme has been extended till 31.3.2026,” R K Singh, Minister for New and Renewable Energy said in a written reply to the Lok Sabha.

State implementing agencies had sought extension in the timeline for execution of projects under the scheme.

MNRE is monitoring the scheme through regular meetings with states on a weekly/fortnightly basis. State implementation agencies submit progress reports on a monthly basis, he said.

The scheme consists of three components—Component A is for installation of 10,000 MW of solar capacity by installing small power plants of capacity up to 2 MW, component B aims at installation of 20 lakh standalone solar-powered agriculture pumps and component C is for solarisation of 15 lakh grid-connected agriculture pumps.

The main objectives of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) include de-dieselisation of the farm sector, providing water and energy security to farmers, increasing the income of farmers and curbing environmental pollution. The Scheme has three components targeted to achieve solar power capacity addition of 30.8 GW by 31.3.2026 with total central financial support of Rs. 34422 Cr.

Steps taken by Ministry for proper implementation of the PM-KUSUM Scheme inter-alia include:

  • PM-KUSUM Scheme has been extended till 31.03.2026.
  • Central Financial Assistance (CFA) available for pump capacity up to 15 HP (increased from 7.5 HP) to the individual farmers in the North-eastern States, UTs of Jammu & Kashmir and Ladakh, States of Uttarakhand and Himachal Pradesh and Island UTs of Andaman & Nicobar and Lakshadweep, and for each farmer in the cluster/ community irrigation projects in high water table areas in all the States/ UTs.
  • Meeting with Banks/FIs for availability of low cost financing to farmers.
  • State level tender allowed for procurement of standalone solar pumps
  • Time period extended for implementation to 24 months from the date of initial sanction.
  • Requirement of performance bank guarantees under Component-A and Component-C (Feeder Level Solarization) relaxed.
  • Tender conditions have been revised to increase the installer base in order to expedite extending benefit under the Scheme.
  • Solarization of pumps under the Scheme included under Agriculture Infrastructure Fund (AIF) to provide subsidized loans to farmers.
  • Scheme included under Priority Sector Lending (PSL) Guidelines of the Reserve Bank of India (RBI) to enable ease of accessing finance. Further, a number of banks have issued lending guidelines for the Scheme.
  • Specifications & testing procedure of the solar pumps have been revised time to time to promote quality of installations.
  • Web-Portals at Central and at State levels have been developed for monitoring of Scheme.
  • Creating publicity and awareness including through CPSUs.
  • Toll free number provided for ease of getting information on the Scheme.
  • Regular monitoring of the progress and issuance of clarifications and amendments to the scheme guidelines based on lessons learnt during implementation and feedback from stakeholders.

Total central financial support of Rs. 34422 Cr is envisaged under the PM-KUSUM Scheme, which has been extended till 31.3.2026. The Scheme is a demand driven scheme and capacities are allocated, under the Scheme based on the demand received from the states/UTs.

Under the Scheme for Development of Solar Parks and Ultra Mega Solar Power Projects, total of 57 solar parks of aggregate capacity 39,285 MW have been sanctioned till 30.11.2022.

So far, solar power projects of 10,027 MW have been commissioned in these parks, while a few Solar Parks have been cancelled due to their slow progress. The challenges faced in this scheme, inter-alia include acquisition of clear land; mismatch in timelines between solar projects and power evacuation infrastructure; environmental issues like the Great Indian Bustard (GIB) issue in Rajasthan and Gujarat; deceleration of pace of implementation to a considerable extent due to COVID pandemic, etc.

Ministry of New and Renewable Energy (MNRE) is implementing the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) Scheme, under which subsidy is provided for setting up of standalone solar pumps and for the solarization of agricultural pumps.

Farmers can also install grid-connected solar power plants up to 2 MW. The scheme is being implemented by the designated departments of the state governments and the details of all such designated departments are available on the MNRE website www.mnre.gov.in.

After the launch of the scheme, Ministry has observed that some fraudulent websites have claimed to be the registration portal for the PM-KUSUM scheme. Such unauthorized websites are collecting money and information from the people interested in the Scheme. In order to avoid any loss to the general public, MNRE has issued public notices in the past, advising general public not to deposit any registration fee or share any personal information on such websites. On receipt of complaints, action has also been taken against miscreants and several fake registration portals have been blocked.

In addition to fraudulent websites, WhatsApp and other means are also being used to mislead potential beneficiaries. Ministry has, therefore, strongly advised that people interested in PM-KUSUM Scheme should check the authenticity of the website before providing any personal information or depositing money. Ministry has further advised not to click on any unverified or suspicious link received through Whatsapp/ SMS which claim to be registration portal for the PM-KUSUM scheme.

The growing concerns regarding climate change have forced economies to frame public schemes around solar energy. These schemes are formed for public welfare whilst consciously acknowledging the climate change crisis. One such scheme is the PM-KUSUM (Kisan Urja Suraksha evam Utthaan Mahabhiyan).

In a webinar conducted by EQ International Magazine and sponsored by Sungrow, the panelist raised important issues surrounding this scheme. This scheme, aimed at providing electricity autonomy, was appreciated for its good intention and accurate approach. During the webinar, various aspects of PM-KUSUM were discussed.

About the scheme:

PM-KUSUM is a farmer-centered scheme to decentralize solar power production up to 28,250 MW. It would provide an option for the farmers to have an additional income by selling surplus power to the grid. It could improve energy security and provide a boost to the rural economy through solar power projects set up on farmers’ barren lands.

With the aim to add 30.8 GW solar capacity by 2022, the PM-KUSUM consists of three components:

  • Component-A: 10,000 MW of decentralized ground-mounted grid-connected renewable power plants.
  • Component-B: Installation of two million standalone solar-powered agriculture pumps.
  • Component-C: Solarization of 1.5 million grid-connected solar-powered agriculture pumps.

The webinar started with the presentation by Harendra Tomar, General Secretary at Sungrow (India) Pvt. Ltd. He presented Sungrow utility-scale system solution ‘SG250HX-IN-20’ built for hilly terrain. He introduced the solution as the world’s most powerful 1500V string inverter that is available for small-scale and large-scale projects, making it perfectly suitable for KUSUM Scheme, component A. He further stated that there are various installations as some of the states have already commissioned these inverters under this scheme.

NK Gupta, Technical Manager at RRECL (Rajasthan Renewable Energy Corporation Limited) mentioned, “This scheme has a 360 degree approach. This is beneficial for DISCOMs, this is beneficial for farmers and this is beneficial for the local economy also. So, I find if financing support is provided to this scheme, this may prove a very good scheme for everyone.” Although the increase in GST has made this scheme problematic, he claimed, adding, “Project cost has already increased due to rise in module price… Now it is GST, which has created problems for farmers.”

“PM Kusum, especially component B is a win-win situation for both the farmer and the government. Because the government can now just do away with the CapEx of the lines giving them the power for free and for the farmers, they can get water round the year so that they can migrate from a single crop to three crops every year. This will double their income as our honourable Prime Minister has seen (envisioned) it,” said Kanwaljeet Khurana, Co-founder of Sadbhav Futuretech Pvt Ltd.

He added, “Plus we have about more than three crore diesel pumps in the country. Diesel, as we all know, is not our product. We are wasting our precious foreign exchange to import diesel and it is all creating pollution… So, PM Kusum Yojna will be a game changer, both in terms of the environment and the power.”

Speaking on the component B and C, Jayakumar Ramesan said, “Regarding the component C program, we have 100 installations this year. We got sanctioned from MNRE for a hundred numbers and we tended for days. We identified five companies, the five wonders and the categories are: 2 KW, 3 KW, 5 KW, 7 KW and 10 KW systems. The pump capacity ranges from 1HP to 10HP. The rates arrived are much higher in Kerala.” He continued, “For 2 KW systems, it is 1.65 lakhs; for 3 KW systems, it is 2.28 lakhs; for 5 KW systems, it is 3.49 lakhs; for 7 KW systems, it is 4.55 lakhs; and for 10 KW system, it is 5.97 lakhs. For the highest system, there is a high value that the beneficiary cannot afford.”

He added, “Based on the MNRE benchmark post, we arrived (the beneficiary) at 42 per cent of the total cost. The rest of the amount is a subsidy from the state government… For this year, we are going to install 100 numbers and next year onwards, we have a larger project around 6500 numbers for 2023. This is our target.”

“Regarding the component B programme, we do not have many inquiries. We got only 23 numbers. So, we couldn’t implement that project right now. We are waiting for more beneficiaries. In Kerala, unelectrified areas are very low, so, we could not identify the beneficiary store component B and component C also. We are giving free electricity for up to 5HP per consumer. So they are also hesitating to come to this program. Anyway, the subsidy amount is very high in Kerala state and we are giving more than 50% as a total subsidy. This is our program strategy,” concluded Jayakumar.

The final panelist Ramanaiah Setty Durgam, Deputy Director (Tariff Engineering), Andhra Pradesh Electricity Regulatory Commission (APERC) said, “The energy consumed by farmers is approximately 200 to 250 billion units out of the 1400 billion units per annum. In terms of numbers there are about 20 million concepts of reconnected and 10 million concepts of off-grid, followed by diesel or kerosene. So, as per these statistics provided in the KUSUM document, the objective behind the KUSUM scheme is to provide some income to the farmer and to promote decentralised renewable energy generation.” He added, “We have a capacity targeted transition of 100 GW in 2022-2023. Out of that, 40 GW is supposed to be promoted under decent lens mark. So, as a part of that, this scheme is announced.”

He further said, “It is a wonderful program… Under component A, the farmers are allowed to establish a group of user associations in different farms, below 500 KW to two MW connected to different substations at trader level for establishment of a small plant connected to discount substations at trader level. So, the target is about 10000 megawatts. The final central financial assistance provided in the scheme is about 15000 crore.”

Speaking on component B of the scheme, he said, “Component B is to distribute 20 lakhs pumps sets for months. So, component C is distributing 15 lakhs concepts to the grid connected farms… The total outlay of the scheme is 35000 crores.” He explained that despite being a wonderful programme, the progress is not moving at a pace it should. This needs to be incentivised.

These statements were followed by a panel discussion where these panelists exchanged their thoughts on the scheme and its perpetual impact on the stakeholders.

On being asked his views on the KUSUM scheme, Harendra Tomar said, “While the decentralisation of power may give some benefits to the DISCOMs, under this scheme there is incentives for the DISCOMs which will certainly help them (as) everyone knows that DISCOMs are huge loss making companies. So, I think that incentives under the scheme may not give much burden on DISCOMs. It is going to relieve some burden on the DISCOMs. Also, it may help reduce the transmission losses.”

Speaking on the role of nodal agencies, Sunil Bansal agreed that these agencies need to take a call to facilitate the farmers as they alone cannot go through the process of changing the tariff. He said, “There is a direct impact of 7% of the cost. Already, the tariff was very competitive and the success rate was also very low. Apart from everything the module prices increase due to market forces… It was mentioned that nodal agencies should do something about it but I do not think that the nodal agencies from any of the states are thinking about it.”

The webinar was concluded with an intellectual exchange of thoughts and suggestions to further enhance a wonderful scheme. It was moderated by Sunil Bansal, General Secretary at Rajasthan Solar Association. Tamil Nadu Electricity Regulatory Commission (TNERC) has rejected the Tamil Nadu Energy Development Agency (TEDA) petition seeking to fix a revised benchmark tariff of Rs 2.97 per unit for solar-based pump sets.

Chennai: In its order, TNERC stated that a comprehensive order for the KUSUM-C Solar Energy Generation system has since been issued in the order dated October 12 filed by TEDA which would address the issues raised in the earlier petition. “Hence, the present petition does not survive for further consideration and accordingly disposed of with,” it said.

The commission, in its October 12 order, had set a tariff of Rs 2.28 per unit for the solar energy generated from 20,000 agricultural pumps under Component-C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM KUSUM) programme, and also approved an incentive of Rs 1 per unit payable to farmers for the net energy exported.

The TEDA and TANGEDCO had filed a petition seeking approval for a tariff of Rs 2.93 per unit for the solar energy generated under the PM KUSUM scheme and an incentive of Re 1 per unit for the energy exported to the grid.

The Ministry of New and Renewable Energy (MNRE) has revised the target to solarise 1.5 million grid-connected pump sets from one million under the C-component of the PM KUSUM programme. The Ministry approved the solarisation of 20,000 grid-connected pump sets in the State by TEDA. Under the proposal, TEDA was to fund 40 per cent of the net capital cost.

He is the 1st person in India to generate income by selling clean energy to power distribution companies using PM-KUSUM

In the village of Kanwarpura, Rajasthan, a doctor-turned-solar-entrepreneur Amit Singh is using the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme to boost his income by 200 times, while providing clean energy to the farming community.

His village was struggling with water crisis when Singh decided to seek out a modern solution for his deteriorating farmland and hence became the first person in India to generate income by selling clean energy to power distribution companies using PM-KUSUM.

Amit was always fascinated by the concept of solar energy and had powered his clinic in the village with a grid solar power system. So, when PM KUSUM-Yojana provided him with an opportunity to diversify his dream, he didn’t hesitate.

But it was not easy for Amit — he had his fair share of challenges regarding arranging finances and getting necessary help.

But he firmly believes that clean energy is the way forward and the new scheme can bring income to a lot of farmers with barren lands and can further benefit the community.

Structure-GI: Rs 50 lakh

Jaipur : SunAlpha Energy has successfully commissioned India’s largest solar plant under the PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) Scheme.

The scheme is aimed at ensuring energy security for farmers in India, along with honouring India’s commitment to increase the share of installed capacity of electric power from non-fossil-fuel sources to 40% by 2030 as part of Intended Nationally Determined Contributions (INDCs).

The investors of this 2MW (AC) plant, SAP Energy, engaged SunAlpha for total 5MW projects under this scheme, for their design and construction expertise in ground mount solar power plants and power transmission.

Power Purchase Agreements (PPA) have been signed with Jodhpur Vidyut Vitran Nigam Limited for sale to grid for a minimum period of 25 years. The nodal agency for the plant execution is Rajasthan Renewable Energy Corporation Limited (RRECL).

On this Occasion, Hon’ble Energy Minister of Rajasthan Government, Dr. Bulaki Das Kalla said, “This is a matter of huge pride for all the farmers of this barren and unproductive land on which this Solar Power plant has been established under KUSUM Scheme.

Through this solar power plant they are trying to increase and produce some other sources of income. In the Budget of 2019-20, our state government had decided to install Solar Power Plants of 2600 MW under this scheme.”

Lucknow:  Cities having religious significance, including Ayodhya, Mathura, Varanasi, Prayagraj and Gorakhpur, will have clean and green energy by 2024.

Uttar Pradesh Energy Minister Shrikant Sharma has said that these cities would get around 670 MW solar energy from solar panels to be installed on rooftops of the houses.

To meet the target, the Central and the state governments will be providing subsidies of Rs 859 crores and Rs 473 crores respectively to the consumers.

Sharma said the energy department was saving Rs 1,363 crore through the implementation of the ‘Ujala’ scheme under which it has distributed 2.62 crore LED bulbs to the power consumers.

The Minister claimed that the energy department was saving at least 3,400 million units of power through energy conservation measures.

He said the power demand has reduced by 682 MW in the peak hours while the carbon emission has reduced by 2.76 million tonnes.

Sharma said the state government was working towards making 12 lakh tube wells energy efficient. This, he said, would help the government to save 400 crore units of power.

In the first phase, 9,000 pumps are being made energy efficient. Under the KUSUM scheme, around 26,000 private tube wells have been made solar powered.

The government, he said, had also come up with the PM-KUSUM scheme under which farmers can install solar plants of 500 KW to 2 MW capacity on their barren land.

He said the state government was promoting solar power by ensuring installation of the rooftop solar power panels in all the government buildings.
