Denmark’s Minister for Climate, Energy and Utilities Lars Aagaard sought to reassure the offshore wind industry as he said on Monday that the government will start auctions for 9 GW of offshore wind this year.

Negotiations on the framework for these tenders are planned to begin next month, with the goal of having the capacity in operation by 2030. The turbines would supply green electricity to Denmark and Europe and could also power Danish power-to-X (PtX) projects.

In addition, the minister said the government is studying how to allow developers to build more wind turbines at the sites designated for tenders, which could increase the planned 9 GW of capacity.

“In addition to negotiating the 9 GW of offshore wind, we also need to decide in the spring how the energy island in the North Sea is to be offered to tender,” added Aagaard.

In parallel, the government is seeking a quick clarification on whether offshore wind projects under the open door scheme are in breach of EU regulations. The scheme was suspended earlier in February sparking anger from the industry. The minister admitted this creates uncertainty and said that there is a dialogue with the EU Commission at all levels.

Industry group Green Power Denmark welcomed the announcement that government tenders are getting underway but emphasised that a solution to the open-door scheme is urgently needed.

Green Power Denmark chief executive Kristian Jensen said that if the offshore wind turbines are to be spinning before 2030 and providing power for the country’s climate goals, the entire planned capacity should be offered at once and not one offshore wind farm at a time.

The planned 9 GW stems from the Climate Agreement on Green Electricity and Heat from June 2022.

The power supply period covered by this auction will start on December 1, 2027 and finalise on November 30, 2028, according to the announcement. The CREG invited power generators, project developers, investors and commercial agents representing existing or new power plants to participate in the auction. Promoters of generation projects that are not constructed yet need to demonstrate that they have a grid connection in place and that their power plant can be commissioned on time.

Selected power plants or projects will be awarded firm energy obligations, or OEFs, at a price determined in the auction. With OEFs, power generators take on the obligation to ensure the continuous provision of service during droughts, or critical periods for the system, to all consumers connected to Colombia’s national grid, the CREG said. The regulator did not say whether non-conventional renewables are eligible to participate, but it did not explicitly say that they cannot. Interestingly, it illustrated the invitation with an image depicting a wind farm, a solar PV farm and a large-scale hydroelectric plant.

Moreover, in the third reliability charge auction in 2019, wind and solar projects totalling 1,398 MW secured OEFs. This type of auctions was first introduced in December 2006 with a goal to protect consumers against high prices expected during dry seasons and to ensure a steady flow of electricity into the grid.

The US has committed USD 8 billion (EUR 7.4bn) to the establishment of clean hydrogen hubs around the country. The DoE opened a USD-7-billion funding opportunity in September 2022 with the intention to back up to 10 hubs.

After concept paper submissions in November 2022, HCH2 and Trans Permian have been both encouraged by the DoE to file full applications, which are due in April 2023. The merger of the two proposals was announced by the Port of Corpus Christi on Tuesday. The leading US energy export port, located on the western Gulf of Mexico, will be the prime applicant.

The HCH2 proposal includes about two dozen clean hydrogen production projects and about 30 private sector team members. The Trans Permian hub, put forward by MMEX Resources Corp, includes the Texas Permian Basin cities of San Antonio, San Angelo, Big Spring, Midland, Odessa, El Paso, Fort Stockton, Alpine, Presidio and Del Rio. It encompasses production and hydrogen derivatives from various feedstocks as well as mobility projects.

“West Texas has anchored domestic energy production for decades, with a physical and commercial connection to the Gulf Coast that is the backbone of the nation’s energy economy,” said Jeff Pollack, chief strategy and sustainability officer for the Port of Corpus Christi. “Our integrated Hub concept creates the roadmap for diversifying and decarbonising this historic corridor with the potential to deliver transformative benefits to communities in the Hub,” Pollack added.

The approvals were granted to 20 of the 22 winning proposals for wind, solar, hydro, biomass-based power and one waste-to-energy plant. A-5 finished with around 557.5 MW of capacity, with solar accounting for most of the capacity — 200 MW across four projects. The awarded schemes represent future investments of some BRL 3 billion (USD 581m/EUR 540m).

As Aneel previously said, power purchase agreements (PPAs) for wind and solar in this tender will have a term of 15 years. Projects for other sources can count on 20 years.
Power supply is set to start on January 1, 2027.
