The aggregator policy for two-, three- and four-wheelers is in its final stages and will be rolled out soon, Transport Minister Kailash Gahlot said on Monday.

A senior official said, “The aggregator policy, which is being finalised, plans to bring in norms to regularise these vehicles. The policy will make it mandatory for aggregators to on-board electric two-wheelers and encourage sustainable transportation, which is our focus.

“The policy should be finalised soon but of course there will be a long route ahead.” The Delhi government’s Transport department has launched a crackdown against two-wheelers with private registration marks being used for commercial purposes.

In a public notice, the department has cautioned bike taxis against plying in Delhi and warned that violations would make aggregators liable for a fine of up to Rs 1 lakh.

Talking about the crackdown, the senior official said it is difficult to identify such vehicles since there is no specific mark.

“For now, our teams are posing as decoy customers and issuing challans,” he said.

According to official figures, five bike taxis were issued challans till 5 pm on Monday. On Tuesday, 23 such bike taxis were challaned.

The Transport department will also write to the aggregators to not ply such two-wheelers.

Explaining the situation, the senior official said the aggregators do not check if the vehicles have valid Pollution Under Control Certificates (PUCC) or whether they are overage.

“Most of the bike taxis are those that are bought second- or third-hand. So there are high chances that they are unfit to ply on the roads of Delhi. Two-wheelers are a huge contributor to pollution in the national capital,” he said.

In 2018, the Supreme Court banned diesel and petrol vehicles older than 10 and 15 years, respectively, in Delhi. It had also directed that the vehicles plying in violation of the order would be impounded.

A 2014 order of the National Green Tribunal bars vehicles older than 15 years from being parked in public places.

taxi space.

Uber’s fleet partners will buy the EVs from Tata Motors, India’s biggest electric carmaker, Prabhjeet Singh, president, Uber India and South Asia, said during a phone interview on Monday.

For electric ride-hailing to take off, Singh said multiple factors need to come together. Automakers need to build affordable vehicles with a long range, the financing ecosystem needs to mature and charging infrastructure has to be widespread. “We believe we are beginning to see early signs of that coming together,” Singh said, adding that this is the largest deal for EVs by a ride-sharing company.

Even with 25,000 EVs, electric cars will still be a fraction of Uber’s current overall active fleet of 300,000 vehicles in India, according to Singh.

Uber has set a 2040 target for 100% of its rides to be in zero-emission vehicles, public transport or with micro-mobility, including in India.

The Softbank Group-backed ride-hailing giant is in “active”talks with other carmakers, charging companies, fleet operators and financiers for its EV
push, Singh added.

Tata rival Mahindra & Mahindra is the only other Indian automaker to build electric cars locally. China’s BYD and SAIC’s MG Motor also sell imported
EVs in India.

“We are going to be a big catalyst in accelerating the (EV) ecosystem,” Singh said.

Besides four-wheeler cabs like Ola or Uber, there are app-based companies who offer bike taxi services. It is a relatively affordable ride option compared to four-wheeler cabs. Gahlot said, the policy will also spell out rules regarding four-wheelers as well. A public notice issued by the Transport Department read, “It has been brought to the notice that two-wheelers having non-transport (private) registration mark/number are being used to carry passengers on hire or reward which is purely commercial operation and in violation of Motor Vehicles Act, 1988, and rules made thereunder.” Two-wheelers, if used for commercial purposes, is a violation of the Motor Vehicles Act, 1988. It could
lead to a fine of ₹5,000. Consequent violations will attract fine of ₹10,000 and imprisonment of up to a year. The licence of the driver could also be suspended for three months.

The country requires up to 903 GWh of energy storage to decarbonise its mobility and power sectors by 2030, and lithium-ion batteries will meet the majority of this demand, an independent study released on Tuesday by the Council on Energy, Environment and Water (CEEW) said.

“India needs investments worth up to Rs 33,750 crore (USD 4.5 billion*) to achieve the government PLI target of setting up 50 GWh of lithium-ion cell and battery manufacturing plants,” CEEW said in the study report.

CEEW, however, noted that at the time of writing the report, the conversion rate was taken as Rs 75 per US dollar.

The CEEW study ‘How can India indigenise lithium-ion battery manufacturing?’ calculates the material and financial requirements and offers a blueprint for the domestic strategy as India’s demand is expected to increase significantly.

Earlier this month, the government announced that 5.9 million tonnes of lithium reserves were found, for the first time in the country, in the Reasi district of Jammu and Kashmir.

Lithium is a non-ferrous metal and is one of the key components in electric vehicle batteries.

India’s electric vehicle market is expected to hit annual sales of 1-crore units by 2030, according to the Economic Survey 2022-23.

As per industry estimates, the total EV sales in India stood at 10-lakh units in 2022.

The analysis, as per CEEW, is based on the minimum manufacturing plant capacity (5GWh) allocated under the Production-Linked Incentive (PLI) scheme.

“For a green future, lithium will be as important as oil and gas are today. It’s in India’s strategic interest to secure not just the mineral, but also set up the required cell and battery manufacturing systems within the country,” said Rishabh Jain, Senior Programme Lead, CEEW.

It will reduce India’s imports in the long-run, and power its grid and EV transition, he said.

To scale up domestic lithium-ion manufacturing, India should step up R&D investments, focus on battery cell component manufacturing and reducing material costs, and support recycling to reduce the need for new materials, he said.

To fulfil the overall battery demand, India will need 969-1,452 kilotonnes of anode, cathode, and electrolyte material (the components for a battery) between 2022 and 2030. This requires the country to prioritise other energy storage technologies as well, according to the study report.

The CEEW study recommends focusing on the strategic sourcing of critical minerals and pushing for research, development and demonstration in all technologies to retain competitiveness.

At the same time, reducing the cost of manufacturing batteries by innovating and updating manufacturing processes, and making policy changes to lower the cost of cell components are important, it said.
Development and deployment of batteries will have far-reaching impacts on India’s energy transition journey. Currently, India is import-dependent but the government has already started mobilising resources to indigenise battery cell manufacturing, said Dhruv Warrior, Research Analyst.

“The focus on mineral processing and component manufacturing are, however, limited. The study estimates that the share of upstream component manufacturing and material processing can be as high as 61 per cent.

Going forward, India must develop its capabilities to build skills, technology know-how and infrastructure to indigenise this part of the value chain too,” said Warrior.

The investments include setting up of lithium-cell manufacturing facilities with a capacity of 20 GW. The overall investments by Ola Electric would generate 3,111 new direct jobs in the state.

Ola Electric Mobility Pvt Ltd signed a memorandum of understanding committing investments worth Rs 7,614 crore with the Government of Tamil Nadu in the presence of Chief Minister M K Stalin.

“The project comprises an electric vehicle cell plant and an electric four wheeler plant to be set up in SIPCOT Bargur, Krishnagiri district generating employment for up to 3,111 people,” Guidance Tamil Nadu, the nodal agency to boost investments set up by the government said.

“Ola will set up the world’s largest EV hub with integrated 2W, Car and Lithium cell Gigafactories in Tamil Nadu. Signed MoU with Tamil Nadu today. Thanks to Honourable CM MK Stalin for the support and partnership of the TN govt! Accelerating India’s transition to full electric!” Ola India CEO Bhavish Aggarwal said in a tweet.

Ola, co-founded by Bhavish Aggarwal, already owns 500 acres in Krishnagiri district and is seeking to expand its capacity for electric two-wheelers, as well as add production of electric cars and batteries.

In August 2022, Bhavish Aggarwal said that his company plans to launch its maiden electric car, with a range of more than 500 km on a single charge, in 2024 and is aiming to manufacture one million cars by 2026.

Tamil Nadu EV Policy 2023: 50,000 Crore Investment And 1.5 Lakh Jobs

Recently, the Tamil Nadu government has unveiled a new EV policy to promote the growth of a strong EV ecosystem in the state.

The government intends to raise Rs 50,000 crore for EV manufacturing and to generate employment for 1.5 lakh people.

The new strategy aims to promote EV adoption, strengthen the state’s ecosystem development, and create EV cities in Tamil Nadu. It also aims to make TN a popular location for EV manufacturing in South-East Asia.

The policy intends to build exclusive EV parks at its EV hubs of Krishnagiri and Manallur (Chennai).

The policy document reveals, among other things, that the state intends to reimburse State Goods and Services Tax (SGST), and provide turnover-based subsidies, capital subsidies, and special Advanced Chemistry Cell capital subsidies.

The Brihanmumbai Electric Supply and Transport undertaking (BEST) will introduce 15 electric vehicle (EV) charging stations by the first week of March for public use across the city. These EV charging stations will be located at NSCI in Worli, Colaba, Back Bay, Mantralaya, Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, Hiranandani bus stand, Tardeo bus station, Bandra Reclamation, Bandra (East) bus station, Mahim bus station, Bandra (west) bus station, Goregaon (West) bus station, Seven Bungalows bus station, and Walkeshwar bus station.

According to BEST General Manager Lokesh Chandra, more such EV charging stations will come up across Mumbai to ensure a clean environment and secure a sustainable energy future. Chandra said, “As EV buying is gaining momentum, there will be a demand for such charging stations and therefore, BEST has taken steps to set up the infrastructure. This will also encourage more people to buy EVs.”The official also said that while setting up one EV charging station, the most important factor is the availability of space. BEST depots or stands, which are spacious, have been considered to ensure free movement of vehicles. After the opening of these 15 EV charging stations under Phase I by March first week, more such facilities would be developed. According to BEST, it has plans to introduce nearly 55 EV charging stations across Mumbai.

To be sure, BEST undertaking is a licensee for electricity distribution only in the island city of Mumbai and not suburban Mumbai. GM Chandra, however, said that this will not prohibit them from setting up the infrastructure for EV charging stations, even in the suburbs. For charging stations outside the island city, power will be procured from other power distributors, Chandra said, adding that a dedicated mobile application is being developed through which private EV users could book slots at these charging stations and come for the service accordingly. This would save time, said Chandra.

There are a few BEST EV charging stations in the city at present, however, it is not open for public or private EV users. At the existing EV charging stations, only BEST buses and their administrative e-vehicles are allowed. Interestingly, the public transport undertaking BEST is inclined to shift all its BEST buses fleet into EV by 2028.

Home to about 2 million registered vehicles, the city has just 1,000 Level 2 public charging plugs — the slower stations that generally work overnight — scattered across 343 stations, according to the US Department of Energy. Fast-charging sites are even harder to find.

Parking isn’t really the problem — the city is full of garages and street-side spots — but electricity is. Every car charger requires a dedicated amount of available juice; put in enough chargers, and the power needed (the so-called demand load) climbs quickly. It’s enough of a logistical headache that the city’s developers have shied away from EV infrastructure, at least on a large enough scale to meaningfully drive adoption.

In Queens, the city’s largest borough, Vrindavanam Murali has been trying to make that charging math work. Murali is president of building consultancy ESD Global, which is tasked with accommodating the energy needs of some 12 apartment projects in the neighbourhood of Jamaica — including supplying each of 1,000 parking spaces with an EV charging cord. His initial calculations suggested the endeavour would take millions of dollars, plus months of wrangling a local utility into digging trenches, laying thicker cables and upgrading transformers. “We immediately saw there was a huge disconnect between the grid availability and the speed at which they wanted to implement the charging,” Murali says.

North Carolina-based Atom has spent nine years developing what it calls a better, smarter circuit breaker — a digital one driven by computer chips and cloud software, rather than the analog version that flips on or off based on physics and mechanics. An Atom breaker is white, about the size of a toddler’s shoe box and tagged with red, yellow and green stickers. Where conventional circuit breakers have springs, levers and magnetics, the most critical part of a 4-pound Atom box are semiconductors not unlike those found in a smartphone.

The company pieces its breakers together at its headquarters just north of Charlotte, along an assembly line of six workstations that look like basement crafting benches. Each breaker powers one charging port, and up to 12 breakers go into one box, or panel. In the next few weeks, almost 100 of Atom’s panels will make their way to Queens.

Because it’s digital, Atom’s breaker isn’t binary; it doesn’t just turn the power on and off. Rather, it can fluctuate the amount of electricity going to each cord like a dimmer switch. If a driver indicates via app that she’ll be out of town for days, the Atom box can dial the juice down to a trickle and amp up electricity to a higher-priority vehicle. If a landlord wants to avoid a time-based spike in electricity prices, the Atom infrastructure can virtually shut off the electron tap, ramping it back up at night when costs are lower. The company has signed 24 PPAs since 2019, including for over 800 MW of capacity that is now operational. It has contracted 180 MW of Duke Energy’s just commissioned 207-MW Ledyard Windpower project in Iowa.

The new deals include two contracts for up to 240 MW with Invenergy, for a facility in the Electric Reliability Council of Texas (ERCOT) market that started operations in 2022 and a facility in the Southwest Power Pool (SPP) regional market.

Verizon has also signed a 12-year agreement with Enel North America for up to 100 MW from a wind project in the SPP market that came onstream in December 2022.

The fourth PPA is with an unnamed party. It is for up to 70 MW from a facility in the Pennsylvania Jersey Maryland (PJM) Interconnection regional market.

The projects will contribute to the company’s target of meeting 50% of its annual electricity consumption with renewables by 2025.

Denmark’s Minister for Climate, Energy and Utilities Lars Aagaard sought to reassure the offshore wind industry as he said on Monday that the government will start auctions for 9 GW of offshore wind this year.

Negotiations on the framework for these tenders are planned to begin next month, with the goal of having the capacity in operation by 2030. The turbines would supply green electricity to Denmark and Europe and could also power Danish power-to-X (PtX) projects.

In addition, the minister said the government is studying how to allow developers to build more wind turbines at the sites designated for tenders, which could increase the planned 9 GW of capacity.

“In addition to negotiating the 9 GW of offshore wind, we also need to decide in the spring how the energy island in the North Sea is to be offered to tender,” added Aagaard.

In parallel, the government is seeking a quick clarification on whether offshore wind projects under the open door scheme are in breach of EU regulations. The scheme was suspended earlier in February sparking anger from the industry. The minister admitted this creates uncertainty and said that there is a dialogue with the EU Commission at all levels.

Industry group Green Power Denmark welcomed the announcement that government tenders are getting underway but emphasised that a solution to the open-door scheme is urgently needed.

Green Power Denmark chief executive Kristian Jensen said that if the offshore wind turbines are to be spinning before 2030 and providing power for the country’s climate goals, the entire planned capacity should be offered at once and not one offshore wind farm at a time.

The planned 9 GW stems from the Climate Agreement on Green Electricity and Heat from June 2022.

(Wyntron) has reached financial close for a $20 million loan for capital expenditure to expand the manufacture and export of electric vehicle (EV) charging equipment in the Philippines.

The financing will be used to purchase and refurbish production facilities and to procure essential machinery to support Wyntron’s production capacity expansion in Cavite Industrial Park in the South of Manila. Wyntron will expand the production of alternating current (AC) EV charger stations for residential and commercial purposes. The stations will be capable of overnight or 4- to 6-hour fast charging, and include the EV charging equipment with bi-directional functionalities that allow a charged car battery to provide power to the home grid through the charger.

“Charging equipment is a critical component in the EV global value chain and is essential in the decarbonization of the transport sector and the global reduction of greenhouse gas emissions,” said ADB Private Sector Operations Department Director General Suzanne Gaboury. “This assistance will provide a significant boost to the Philippines’ EV-related manufacturing industry, helping to generate export revenue, and providing new jobs and training for local skilled workers, engineers, and graduates.”

Additionally, ADB will help Wyntron to develop a gender action plan to enhance women’s participation in management training and career development programs, provide paid on-the-job internships for female engineering students, and have human resources officers trained on anti-sexual harassment and gender equality programs.

“With this investment, Wyntron will be able to substantively increase our competitiveness, in both quantity and quality, within the burgeoning global EV charging equipment market,” said Wyntron Chairperson SungHyuk Steven Lee. “We highly appreciate ADB’s responsiveness in this deal and see this as a mark of trust and faith in our company and our people.”

Wyntron was incorporated in 2006 in the Philippines as part of the Danam Group based in the Republic of Korea. Danam Group was founded in 1985 with interests in telecommunications and navigation research, aerospace and electronics manufacturing.

The rise in the adoption of renewables would help in reducing carbon emissions from the power sector.

After slowing slightly (by 2 per cent) last year amid the turmoil of the global energy crisis and extreme weather conditions in some regions, the growth in world electricity demand is expected to accelerate to an average of 3 per cent over the next three years, the IEA’s Electricity Market Report 2023 said.

India’s electricity consumption rose strongly in 2022, while China’s growth was subdued due to its zero-Covid policy.

“Emerging and developing economies in Asia are the driving forces behind this faster pace…,” said the report.

More than 70 per cent of the increase in global electricity demand is expected to come from China, India and Southeast Asia, it said, with a rider that considerable uncertainties remain over trends in China as its economy emerges from strict Covid restrictions.

“The good news is that renewables and nuclear power are growing quickly enough to meet almost all this additional appetite, suggesting we are close to a tipping point for power sector emissions,” said the agency’s executive director Fatih Birol.

Birol added governments the world over now need to enable low-emission sources to grow even faster and drive down emissions so that the world can ensure secure electricity supplies in line with climate goals.

The new IEA report also noted that electricity demand and supply worldwide are becoming increasingly weather dependent, with extreme conditions a recurring theme last year.

In addition to the drought in Europe, there were heatwaves in India, resulting in the country’s highest-ever peak in power demand. Similarly, central and eastern regions of China were hit by heatwaves and drought, which caused demand for air conditioning to surge. The United States also saw severe winter storms in December, triggering massive power outages.

He highlighted India’s role in creating a global climate alliance to accelerate climate action.

In his address, Sinha spoke about the initiatives that have been proposed and are being considered by the government, including as part of the plan for the G20. He noted that greater climate investments would greatly benefit the Global North, Global South, and the planet, saying that “net zero is net positive for the Global South.” He observed that solar energy could be a third crop for Indian farmers and, saying that the time for incrementalism regarding addressing climate change is gone, he urged the members of the PE-VC industry to engage with the idea of climate investing.

He discussed that the vast opportunity presented by climate financing for the PE-VC industry: “We also, at the same time, need to do two important things from an enabling point of view – one, is we need to get global standards on what is green and what is not green and then we need to get these sectoral pathways lined up. At the same time, we need to make sure that there is enough capital flowing into these blended finance instruments so that we can really get these trillions of dollars of private sector capital flow. But we are not talking about substantially more budgetary resources. Budgetary resources from the Global North are limited and will remain limited. It’s all about mobilizing private sector capital, mobilizing effectively what you all do. So, this is going to be, I think, for the entire venture capital private equity industry the story of the next decade, which is green investing and unlocking the resources to pursue green investment. The kind of capital flows that we are going to see, I think, are really going to be much bigger than the ones that we’ve seen in the digitization, digital space.”

On climate investing being a significant way to attract global capital, Sinha said, “I am a believer in carbon trading and carbon markets, but to my mind, it’s not low-hanging fruit. I think we could put a hundred billion dollars into India and other industries where we have, enormous low-hanging fruit, but as in electric mobility, rooftop solar, solar in agricultural applications, whether it is energy conservation, we have so many opportunities where we could easily put a hundred billion dollars towards, with really high-quality commercial returns, even today.”

Climate tech is a sunrise sector in India. Despite it being a nascent and emerging sector, it is growing at a fast pace. The sector attracted ~1.2 Bn in investments between 2016 and 2020, and over the past five years, 120 climate tech startups raised over 200 funding rounds from 272 unique investors in India. In the first two quarters of 2022 alone, 70 Indian climate-focused startups raised $839 Mn over 75 transactions. Moreover, achieving India’s target of net zero emissions by 2070 can lead to the creation of ~USD 11 trillion in economic value in India. This is an unprecedented and unmissable opportunity that should be taken advantage of by Indian investors.
